The category is young and the term covers everything from a template generator with a persona to a system that genuinely runs a motion. The question that separates them is what happens when nobody logs in for a week.
The second question is what stops a bad send. A system with no human in front of it needs its guardrail to be architecture rather than a policy, because there is nobody to catch the exception.
