CAN-SPAM
The US federal law governing commercial email: no deceptive headers, a working opt-out, a physical address.
CAN-SPAM is an opt-out regime rather than an opt-in one, which is why US cold email is lawful in a way EU cold email frequently is not. The requirements are concrete: accurate From and Subject, a clear opt-out mechanism honoured within ten business days, and a valid physical postal address in the message.
It preempts most state anti-spam laws but not state consumer-protection law, and it does not cover SMS.
What GTM does about it
The unsubscribe URL and postal address are injected by the transport rather than by the caller, and the database refuses a send without them. This is not a setting.
