GDPR
The EU regulation governing personal data, under which cold B2B outreach needs a lawful basis and a notice.
For outbound the load-bearing parts are Article 6 (lawful basis, usually legitimate interest for B2B), Article 14 (the notice you owe someone whose data you obtained from a third party) and the retention principle. Legitimate interest is available but it is a balancing test you have to be able to show your working on.
Member states differ. Some require prior consent for electronic marketing to individuals, and a sole trader can be an individual.
What GTM does about it
GTM serves the US today and says so rather than implying EU readiness. The controller-grade machinery is built. Provenance, retention, the gate, suppression, because it is cheap to keep and a rewrite to retrofit.
