Controller vs processor
Whether a vendor decides the purposes of processing (controller) or acts on your instructions (processor).
A sequencer that only sends the list you uploaded is a processor. A tool that sources leads itself is deciding what data to collect and why, which makes it a controller in its own right for that data.
The distinction changes who owes the Article 14 notice, who answers a subject access request, and what has to be in the contract.
What GTM does about it
Sourcing leads ourselves makes us a controller, not merely your processor. That is a deliberate choice with a real cost, and it is why the provenance, retention, gate and suppression features exist as architecture rather than as settings.
