Total addressable market (TAM)
Every company that could plausibly buy, before any filter for who will.
TAM is a board number. For outbound the useful figure is the serviceable, reachable subset: companies matching the ICP where a named person can actually be identified and contacted.
That number is usually an order of magnitude smaller, and it is the one that tells you whether outbound is a viable channel at all.
What GTM does about it
The size check before a corpus walk is a TAM sanity test with teeth: under twenty-five matches is a typo, over four million is not an ICP, and both are refused rather than run badly.
